Veteran assistance for relocating to Scott County communities in the QC

Veterans who put their roots in Scott County may now be eligible for relocation incentives after the county’s designation as a Home Base Iowa (HBI) community. The designation involves area partners including Scott County, the City of Davenport, the City of Bettendorf and the Quad Cities Chamber.

QC Home Base Iowa success stories

Charles Wheeler was the first Quad Cities recipient of Home Base Iowa funds. He was looking for a place to put down roots after 24 years of service in the U.S. Army when he found out about Home Base Iowa which led him to a great job and a new home for his family in the Quad Cities. Moving to Davenport:

You may be eligible for these incentives: 

Up to $3,000 closing costs reimbursement: The City of Davenport provides $1,500 closing cost reimbursement to qualifying veterans living outside of Davenport who purchase a home in Davenport. Plus, Scott County provides $1,500 closing cost reimbursement to qualifying veterans living outside of the county who purchase a home in Scott County.  

Interview expenses reimbursement: Scott County will reimburse qualifying veterans living outside the county with a maximum of $250, up to two times, for hotel and meal costs incurred when interviewing for a job with an employer in Scott County. 

$5,000 tax credit: The credit is available for qualifying veterans purchasing a home within Scott County, provided through the State of Iowa, which is awarded at the time of closing. To be approved, the veteran’s lending institution must be affiliated with the Iowa Finance Authority.

Homes purchased on or after August 1, 2021, are eligible. 


Moving to Bettendorf:

You may be eligible for these incentives: 

$250 reimbursement for City services: The City of Bettendorf provides a $250 reimbursement credit to qualifying veteran homebuyers when they sign up for City services (such as garbage and recycling collection). 

Up to $900 reimbursement for a home warranty: The City of Bettendorf will provide reimbursement up to $900 when qualifying veteran homebuyers provide a purchase receipt of a home warranty.  

For City of Bettendorf incentives, homes purchased on or after September 21, 2023, are eligible. 

$1,500 closing costs reimbursement: Scott County provides this incentive to qualifying veterans living outside of the county who purchase a home in Scott County.

The Home Base Iowa Program within the Cities of Bettendorf & Davenport, Iowa and Scott County, Iowa is available to Honorably Discharged U.S. Veterans and is administered by the Quad Cities Chamber. To apply, please fill out the form below and provide the necessary documentation per each incentive/reimbursement that you may qualify for.

SCOTT COUNTY, IA
Home Purchase Incentive:

This is a one-time $1,500 home purchase incentive for a qualifying veteran living outside of Scott County, IA for a home located in Scott County, IA.

Please submit the following documents with this completed application:
  • Copy of the Deed
  • Proof of residency outside of Scott County, IA before the purchase of the home in Scott County, IA. Must be dated no more than 12 months prior to the closing date on the new home (ex: utility bill)
  • A copy of your DD-214 Military Discharge

Job Interview Expense Reimbursement:

Scott County will reimburse qualifying veterans living outside the county with a maximum of $250, up to two times, for hotel and meal costs incurred when interviewing for a job with an employer in Scott County.

Please submit the following documents with this completed application:
  • A signed letter from a company official confirming the job interview took place
  • Receipts for meals and/or overnight accommodations
  • Proof of current residency
  • A copy of your DD-214 Military Discharge

State of Iowa Closing Credit:

A $5,000 tax credit available for any qualifying veteran purchasing a home within Scott County. The credit, provided through the State of Iowa, is awarded at the time of closing. To be approved, the veteran’s lending institution must be affiliated with the Iowa Finance Authority. Homes purchased on or after August 1, 2021, are eligible. 

CITY OF BETTENDORF, IA
Home Purchase Incentive:

This is a one-time $250 reimbursement credit to the home buyer when the applicant signs up for City services, plus reimbursement for up to $900 for a home warranty for qualifying veterans living outside of the City of Bettendorf for a home located in Bettendorf.

Please submit the following documents with this completed application:
  • Copy of the Deed
  • Proof of residency outside of the City of Bettendorf, IA before the purchase of the home in Bettendorf. Must be dated no more than 12 months prior to the closing date on the new home (ex: utility bill)
  • A purchase receipt for your Bettendorf, IA home warranty
  • A copy of your DD-214 Military Discharge

  • Note: If you are a veteran moving to Bettendorf, IA and not a prior resident of Scott County, IA or Bettendorf, IA you may qualify for both incentives.


CITY OF DAVENPORT, IA
Home Purchase Incentive:

This is a one-time $1,500 home purchase incentive for a qualifying veteran living outside of the City of Davenport for a home located in Davenport.

  • Note: If you are a veteran moving to Davenport, IA and not a prior resident of Scott County, IA or Davenport, IA you may qualify for both incentives, doubling this to $3,000.
