- Illinois Department of Commerce & Economic Opportunity (DCEO) assists businesses hat create or retain jobs by offering its Participation Loan Product (PLP) in conjunction with lending institutions.
- Economic Development for a Growing Economy (EDGE) Tax Credit Program - traditional economic development incentives
- Illinois DCEO provides annual corporate tax credits to qualifying businesses which support job creation, capital investment and improve the standard of living for all Illinois residents.
- Quad Cities Enterprise Zones - tax benefits
- This program is designed to stimulate economic growth and neighborhood revitalization in economically depressed areas of the state through state and local tax incentives, regulatory relief and improved governmental services. Available in portions of Rock Island and Henry Counties.
- Quad Cities Regional Economic Development Authority (QCREDA) Industrial Revenue Bond Financing - tax-exempt bonds loan program
- QCREDA acts as the issuer of the bonds, passing its double tax-exempt status on to a manufacturing company to finance the acquisition of fixed assets including land, buildings, machinery and equipment. Because the interest on the bonds is not subject to state for federal income taxes, investors and lenders require a lower interest rate to achieve an equivalent after-tax return. Therefore, the borrower receives a preferential interest rate, generating substantial savings.
- Reimagining Electric Vehicles (REV) Illinois Program - incentives for EV & renewable industries
- Illinois DCEO offers competitive incentives to expand in or relocate to Illinois for companies that manufacture EVs and EV parts (batteries, cathodes, anodes) as well as EV charging stations. The program defines EVs as vehicles exclusively powered by electricity and permitted to operate on public roadways - including cares and motorcycles.
- Employer Training Investment Program - workforce development grants
- Illinois manufacturing companies are eligible to receive up to 50% reimbursement of training costs for employees. Training can be done internally or through an outside provider. Administered through the Illinois Manufacturing Association.
- Illinois Department of Transportation Economic Development Program - road infrastructure grants
- The Illinois Department of Transportation provides funding for preliminary engineering, construction, construction engineering and contingencies related to roadway improvements serving companies that create and retain full-time jobs.

Iowa Incentives
- High Quality Jobs Program - traditional economic development incentives
- The Iowa Economic Development Authority (IEDA) provides qualifying businesses assistance to offset some of the costs incurred to locate, expand or modernize an Iowa facility. The flexible program includes loans, forgivable loans, tax credits, exceptions and/or refunds.
- Revitalize Iowa’s Sound Economy (RISE) Program - road and rail infrastructure grants
- The Iowa Department of Transportation promotes economic development in Iowa through the construction or improvements of roads and streets.
- Industrial New Jobs Training Program (260E) & Iowa Jobs Training Program (260F) - workforce development training grants
- Eastern Iowa Community Colleges (EICC) assists businesses in creating new positions with new employee training. Training is available at essentially no cost to the company. The community college finances the training through the sale of bonds, then retires the bonds by the company diverting 1.5% or 3% of their Iowa withholding taxes. EICC also has training funds available to upskill existing employees through the 260F program.
